Garland Sewer Inspection Partial Approval: What Happens Next?

A Garland sewer inspection partial approval can leave a homeowner wondering what still needs to happen. On a recent Flash Fix Plumbing sewer repair project, the city approved the water test and identified two remaining items: review of under-slab piping photographs and installation of screw-on cleanout caps.

Those details matter. An approved water test is progress, but the inspection remains partially approved until the city accepts the remaining items and updates the result.

What the Garland sewer inspection report said

The September 30, 2026 inspection listed the result as “Partial Approval.” The inspector’s comments stated:

  • Pictures of the under-slab sewer piping were not found on site and needed to be emailed for review.
  • Screw-on type cleanout caps needed to be installed.
  • The water test was approved.

That gives our team a clear path forward. We are addressing the requested documentation and cleanout caps, while keeping the homeowner informed about the inspection status.

Why under-slab sewer photographs matter

Under-slab sewer work becomes difficult to see after the repair area is covered. Photographs provide a record of the exposed piping and connections for the inspector to review.

For this project, Flash Fix had already uploaded the under-slab pictures. However, the inspection report indicated that the inspector had not located them. We resent the photographs directly to the inspector so they would be available for review.

This is a useful lesson for any permitted repair: submitting documents and confirming that the reviewer has received them are separate steps. When an inspector requests another copy, promptly resending the documentation helps move the process forward.

Finishing the sewer cleanouts with screw-on caps

Cleanouts provide access to the sewer line for future maintenance and inspections. Completing the repair includes fitting the cleanouts with the closures required for the installation and accepted by the inspector.

In this case, the written request specifically calls for screw-on type cleanout caps. Flash Fix will complete the cleanouts with the requested threaded caps, including the appropriate hex-head style where applicable.

A rubber cover secured with a hose clamp should not be assumed to satisfy this particular request. Any alternative would need the inspector’s acceptance. Our next step is to meet the stated requirement so the cleanouts are ready for final review.

What happens before final approval?

The remaining steps for this Garland sewer repair are straightforward:

  1. Have the inspector review the resent under-slab piping photographs.
  2. Install the requested screw-on cleanout caps.
  3. Coordinate any follow-up review or inspection the city requires.
  4. Confirm the city’s final inspection result.

We expect these steps to address the listed items, but final approval is still pending. Only the city can issue that approval. We will treat the inspection as complete once the city confirms it.
